The Ministry of Agriculture and Cooperatives has adjusted its land distribution target for 2025, lowering its original goal from 22 million rai to 17 million rai due to ongoing legal disputes affecting roughly 5 million rai of land. The move aims to ensure progress remains on schedule by focusing on plots that are currently eligible for processing.
Under the revised framework, the Agricultural Land Reform Office (ALRO), which oversees the initiative, is tasked with expediting the distribution of agricultural land title deeds to farmers across the country. The Ministry now plans to accept applications for approximately 1.06 million new land deeds in 2025, with the aim of completing at least 70 percent of these cases by the end of the year.
As of June 9, 2025, land verification had been completed on 9.98 million rai. Of this, 5.78 million rai have already been granted title deeds, while the remaining 4.2 million rai are currently in the preparation stage. The Ministry believes that at this current pace, the revised 17-million-rai target remains within reach before the end of the calendar year.
Although the short-term goal has been scaled back, officials reaffirmed their commitment to the long-term target of 22 million rai. They emphasized the broader significance of the project, noting that secure land tenure is fundamental to improving rural livelihoods and supporting national development objectives.
The Ministry said the accelerated issuance of land deeds is expected to help reduce land conflicts and contribute to more sustainable land management in line with Thailand’s ongoing rural development strategy.
Senior officials, including Minister Narumon Pinyosinwat, have underscored the importance of concentrating efforts on uncontested plots to maximize efficiency. The Ministry continues to monitor and address obstacles preventing access to the remaining disputed areas.
